Sunshine Coast Proposed Planning Scheme Released for Public Feedback

The Sunshine Coast Council has released its Proposed Planning Scheme, opening it for public feedback until 19 September 2025. The proposed scheme is set to replace the current 2014 version and will guide growth across the region through to 2046

With population on the Sunshine Coast expected to grow from 350,000 residents in 2021 to a projected 520,000 by 2041, the proposed plan outlines major changes in land use, zoning, and development controls across the region.

Willowtree Planning has undertaken a review of the proposed scheme, highlighting both opportunities and potential risks for landowners, developers, and investors.

Potential opportunities include:

  • Increased industrial land supply through rezoning
  • A new Low-medium density residential zone enabling greater housing diversity and smaller lots

  • Increased building height allowances in selected areas

  • Greater flexibility for dual occupancy, secondary dwellings, and small-lot housing

Potential risks include:

  • New coastal hazard and flood risk mapping

  • Updated controls for landslide-prone and steep land

  • Revised bushfire-prone area mapping and associated development restrictions

  • Stronger vegetation retention requirements

  • The introduction of Inter-Urban Breaks, limiting development in designated buffer zones
