David Hoy

With deep expertise in statutory assessment, policy review and implementation, David has led multi-disciplinary teams and delivered major project assessments for both public and private clients. His experience spans the management of public authority development applications, reporting to Local and State Government planning authorities, elected bodies and the Independent Planning Commission, as well as acting as an expert witness in the NSW Land & Environment Court.

David’s work covers a broad range of complex projects across the commercial, residential, mixed-use, education and retail sectors, including commercial infill and integrated development, State and Local Heritage Items, foreshore development, seniors housing and residential aged care, Crown Development and Voluntary Planning Agreements. He is equally at home guiding statutory and strategic projects of varying scale and complexity, from Planning Proposals and State Significant Development Applications to Development Control Plans, due diligence and policy review.
